Dr. Joe C.L. Chan
Chief Executive Officer
Dr. Joe C.L. Chan is the Chief Executive Officer of Advanced Security Technology and Research Laboratory Company Limited (AdvSTAR Lab). Prior to the establishment of AdvSTAR Lab, he was the Director, Information Security of the Hong Kong Applied Science and Technology Research Institute founded by the Hong Kong Government and Adjunct Professor in the Hong Kong Polytechnic University.
In the last 15 years, he led the R&D of various advanced information security technologies include patented hardware security token, email and cloud encryption systems, and multi-factor authentication technologies.
Dr. Chan was devoted to the research and development of numerous data processing systems. These research and development activities include cryptosystems, DRM reverse engineering, semantics database systems, elevator control, distant video learning, audio compression, and many other areas. Dr. Chan has been granted 4 patents.
Dr. Chan obtained his PhD degree in Electronic Engineering from City University London. He is also the holder of CISSP and CISA. Currently, he is the Vice-Chairman of Research in Cloud Security Alliance HK Chapter.
Jonathan is currently is a Project Director in Centre for Entrepreneurship, CUHK. He is also a Non-Executive Director on the Board of the Hong Kong Business Angel Network. He is a Member of the Assessment Panel of the Enterprise Support Scheme (ESS) of the Hong Kong SAR Government. Member of the Assessment Panel for HKSTP, Incu App programme.
He has over 28 years of experience in private equity, M&A, investment management, corporate finance and PE operations in USA and Asia, formerly member of the Investment Committees in Shenzhen Capital Group and Standard Chartered Bank Private Equity Pte Limited. Invested in over 200 companies in USA, Singapore,Taiwan, Malaysia, Hong Kong and China. He was an active Director on the Boards of Companies and the funds he managed after investment.
Formerly, he was the Chief Investment Officer, Eagle Ride Investment Holding Limited (0901.HK), prior to that; he was the Founding General Manager of Tangshan (Shenzhen) Investment Pte Limited. He has held senior investment positions in various firms including Huawei (Head of PE/VC Investments), Shenzhen Capital Group (General Manager) and Standard Chartered Bank (Managing Director of Private Equity). His investee companies have been listed in Singapore, Korea, USA, Hong Kong and China. He graduated with a B.Sc in Physics from the National University of Singapore and obtained his M.Sc in Communications Engineering from the University of Bradford, UK.

Vincent is a co-founder of a well known IT service and retail brand in Hong Kong. Since 2003 when he founded his first retail store and IT service company in Hong Kong, his clients range from banks, finance companies, airlines, government officals, judiciaries, embassies, major computer brands, numerous well known NGOs and SMEs.
Apart from business development, he is particularly interested in malware and computer virus related investigations. He has been actively involved in major ransomware outbreak consulancy and disaster recovery work for well known organisation.
IR DR. LUI SUN-WING
Dr. S.W. Lui was a Vice President of The Hong Kong Polytechnic University (PolyU) responsible for technology and knowledge transfer, and partnership development for the University from 2000 to 2010, and has retired since 1.7.2010. Dr Lui has promoted collaboration between the University and the business and industry community through technology transfer and commercialization, applied research and development, business and enterprise development and management and executive development, etc. Dr Lui was also appointed as Chairman of the Board of the China Venture Capital Research Institute (CVCRI) which was a JV of PolyU.
Prior to joining the Hong Kong Polytechnic University, Dr. Lui was the Branch Director of the Hong Kong Productivity Council, HKPC (1992 – 2000) in charge of the Materials and Process Branch. The Branch has provided R&D, consultancy and training services in order to assist the industry to enhance their productivity. He was also a project director for a number of Techno-Economic and Market Research Studies and Technology Transfer study for the Hong Kong Government and also a project director of many R&D projects on integrated CAD/CAM and advanced manufacturing systems. Some has led to the CMA Design Awards in the Governor's Award in Hong Kong. He also filed a number of patents on various 3D scanning technologies and was listed in Marquis’s Who’s Who in the World.
Dr. Lui is the President of the Hong Kong Federation of Invention and Innovation, Founding Chairman of the Society of Automotive Engineers – HK, Past President of the Hong Kong Association for the Advancement of Science and Technology (2000-2001) as well as Honorary Presidents and Honorary Advisors of various commercial, industrial and professional associations in Hong Kong, including Hong Kong Auto Parts Industry Association, Hong Kong Metals Manufacturers Association, Hong Kong Mould and Product Technology Association etc. Dr. Lui is currently an Independent Non-Executive Director or a Non-Executive Director of some listed companies in Hong Kong and China.
